It is a concern, but I think sunlight is the worst cause of the problem. Cracking on the sidewall should be obvious if it is present by now. In Texas, there are dealers that roll bikes outside during the day and leave them sit outside in the sun and then at the end of the day bring them inside and fill the showroom floor with bikes untill there is no room to walk.
Sounds like a negogiating point. New tires or a couple of hundred dollars off of the sales price.
